What's Not: Terrible controls; Confined, almost claustrophobic levels; Heavy technical glitches.

Flying the not-so-friendly skies.
The controls on the Xbox 360 version of the game feel extremely loose. The smallest movement with the thumbsticks sends Decker's aim all over the place. Okay, so the guy's a thief, not a sharpshooter, but this is overkill. There are also numerous technical glitches, such as characters and objects getting stuck in the environments, weird visual gaffes as the game's engine tries to handle a variety of different simultaneous effects, and frame rate that can get bogged down to the point of looking like a glorified flipbook.
Legendary does have some bright spots in its presentation, but it's like the old saying goes: "You can polish crap all you want, but it's still a piece of crap."
