I can't help but wonder if you and I were playing the same game here. Sure, the game has issues and it probably won't be listed as my Game of the Year, but I'd be the first to say that it's actually a lot of fun ... and at the end of the day, isn't that what it's all about?

Take Earth Defense Force 2017. No single part of the game was really "excellent" by any standard of measure ... but it was FUN. Likewise, Too Human is a hell of a lot greater than the sum of its parts.

My question is should I just rent this game or wait till it comes out on the discount racks?

I'd say give it a rental at least. Essentially, this seems to be a "love it or leave it" game. Personally, I love the game despite its flaws. The best thing you could do? Try it out and decide for yourself.
